Technology and governments have never been the easiest of bedfellows. Look no further than the meteoric rise of social media that was left largely unchecked for a decade. It was only last week that the UK’s world-first legislation for social media become law.
Technological developments such as these usually can be told in two chapters: first, naive optimism, filled with utopian discourse; second, moral panic as it becomes widely adopted and bad actors emerge.
